The Electricity Regulatory Forum or Florence Forum and the Gas Regulatory Forum or Madrid Forum were set up to discuss the creation of true internal electricity and gas markets in Europe. The participants are national regulatory authorities, Member States, the European Commission, transmission system operators, electricity traders, consumers, network users, and power exchanges. The Fora convene once or twice a year.

The London Forum was recently set up with a focus on energy consumer issues.
