A 2020 Vision for Europe’s energy customers  
BEUC - CEER Joint Statement, 13 November 2012, and updated on 13 May 2013.

This document describes the 2020 vision for Europe's energy customers launched by CEER and BEUC at the 2012 Citizens' Energy Forum. This vision can be characterised by four principles governing the relationship between the energy sector and its variety of customers: reliability, affordability, simplicity, protection and empowerment.

This document examines the extent to which the customer and retail market provisions of the 3rd Package have been legally and practically implemented by 1 January 2012 and gives insight into how the 3rd Package provisions were interpreted across Europe, i.e. which individual arrangements have been used to implement the provisions. The key issues addressed include: universal service, supplier switching, vulnerable customers, customer information requirements, alternative dispute resolution mechanisms and information on regulated end-user prices in CEER member countries.

This document provides an overview of meter data management in nine countries: Austria, Belgium, Denmark, Germany, Italy, Norway, Spain, the Netherlands and the United Kingdom. Meter data management (MDM) concerns the collection and use of vast quantities of data, generally speaking the treatment, delivered by metering systems. The approach to this management is central to market functioning and is the subject of much debate, in particular as regards regulatory, functional and technical aspects. As smart meters are rolled out with additional functionalities and offering more data more frequently, the question of meter data management will become more and more important. In all countries included in this report, customer privacy and security aspects of the chosen meter data management model were given a high priority.

This document is a follow up to ERGEG’s Guidelines of Good Practice on Indicators for Retail Market Monitoring for Electricity and Gas (E10-RMF-27-03) and provides a Status Review on the implementation of the ERGEG GGP as of 1 January 2012.

The Status Review seeks to establish whether the recommended indicators are being implemented and applied in the CEER member countries. Moreover, it provides information on the practices actually followed by NRAs in the monitoring of retail markets, such as: data sources and frequencies, definition/aggregation of indicators, use of additional monitoring tools relative to the ERGEG GGP and the purpose of the collected information.

This document presents the final 14 recommendations for price comparison tools which cover the following themes: independence, transparency, exhaustiveness, clarity and comprehensibility, correct and accurate, user-friendliness, accessibility and customer empowerment.

These final recommendations are being made to Member States, NRAs, public bodies, customer organisations, PCT providers and energy suppliers. The Draft Advice on Price Comparison Tools was issued for public consultation in October 2011. To view the consultation documents, please click here

CEER has launched the first stage of its process to build, with stakeholders, a 2020 vision for Europe's energy customers. It aims to confront and overcome the many challenges that customers face now and in the future. That process begins with an interactive conference on Thursday, 21 June 2012. The next step will be an action plan and vision paper for the 2012 London Forum. As part of its vision to 2020, CEER will continue actively to assess the progress made and future policy actions in the light of developments.

This note outlines CEER's position on the proposed Directive on Consumer Alternative Dispute Resolution (ADR), COM(2011)793.
CEER supports the European Commission’s efforts to improve ADR legislation in the interest of consumers, so that they can better exercise their right to quality services from traders, including energy suppliers. In this document CEER highlights some important ADR issues and provides input for an effective ADR.

Building on regulators' work to date, these Guidelines of Good Practice address the roles and responsibilities of market actors in the European electricity and gas markets, including the DSOs role as neutral market facilitators. The work will also be used to further develop regulators' collective thinking on Europe's retail market design.
