ERGEG Workshop on Capacity Allocation (CAM) and Congestion Management (CMP)
ERGEG has committed to work diligently during the interim period between the adoption of the 3rd Package and the date when the Agency for the Cooperation of Energy Regulators (Agency) is able to fully exercise its powers. The aim is to provide assistance to the Agency in view of framework guideline development when the 3rd Package enters into force. In addition, it was decided to develop pilot projects for electricity and gas to test the drafting process as foreseen by the 3rd Package.
Following ERGEG’s consultation document on CAM and CMP, the European Commission decided that the gas pilot would focus on capacity allocation and officially sent a letter on 22 September 2009 requesting ERGEG prepare a framework guideline to be presented at the 17th Madrid Forum in January 2010. The draft framework guideline is currently under public consultation and the final guideline is foreseen to be finalised by May 2010.
ERGEG has also prepared concrete proposals to amend the existing annex to the Gas Regulation. Here, the objective is to rapidly adopt new provisions to reduce contractual congestion.
