On 10th April 2006, ERGEG launched a public consultation on Guidelines on an inter-Transmission System Operator (TSO) compensation mechanism. Regulation 1228/2003, which took effect from 1 July 2004, requires that TSOs be compensated for hosting cross border flows of electricity. Payments of compensation are to come from those TSOs where the flows arise and where they end. The Regulation allows the European Commission, working within a Comitology process, to set binding Guidelines on how this inter-TSO compensation is to be calculated (i.e. ITC Guidelines).  The European Commission has requested ERGEG to provide advice on the content of such ITC Guidelines.

ERGEG invites comments from all interested parties on issues raised in the Guidelines.

Following the public consultation period, ERGEG will publish all comments received.  If a respondent would like ERGEG to treat their contribution as confidential then this must be explicitly mentioned in their submission.
