For retail market customers, it is essential that smart metering provides services in an obvious and easy way that benefits the customer. The draft GGP cover a set of minimum and optional services relating to smart metering, followed by recommendations on aspects of parameters that should be taken into account when conducting a cost benefit analysis and a section on parameters to consider before conducting a roll-out. Lastly, one section is dedicated to describing the regulators’ recommendations on data security and customer integrity. The GGP are intended to serve as guidance for Member States, NRAs and industry in their consideration and deployment of smart metering systems, in line with relevant legislative provisions from the 3rd energy liberalisation package.

CEER invites all stakeholders interested in smart metering issues to respond to this public consultation, both in general and in relation to the questions in Section 1.6 of the report.

Interested parties are invited to submit comments by 3 September 2010 and these should be sent by e-mail to: smart_metering@ergeg.org.

Following the end of the public consultation period, ERGEG will publish all comments and replies to questions received from stakeholders.  If a respondent would like ERGEG to treat their contribution with confidentiality then this must be explicitly mentioned in their reply. If possible, confidential information should be provided as a separate annex, so that the main document may  be published. Unless marked as confidential, all responses will be published by placing them on the ERGEG website: http://www.energy-regulators.eu.
