The Implementation, Benchmarking and Monitoring Working Group (IBM WG) continues the work carried out by its forerunners, the Implementation, Benchmarking and Policy Working Group (IBP WG) and the Energy Package Working Group (ENP WG) in following the developments of the 3rd Energy Package and in coordinating other monitoring and benchmarking activities.

The IBM WG has one task force:

• Unbundling, Reporting and Benchmarking Task Force (URB TF). In 2013, the URB TF will look into the transposition of unbundling requirements for TSOs and DSOs and will examine specific developments in the European energy markets.

The Legal Task Force that previously existed under the IBP WG format (and previously as the Agency Task Force under the ENP WG) is retained in a more flexible work stream format as the Legal Work Stream (LWS). In 2013, the LWS will continue to provide expert legal analysis and input to the IBM WG or other WGs, on a case-by-case basis.
