Gas Working Group (GWG)     


The Gas Working Group (GWG) of the European energy regulators is responsible for addressing issues related to the European gas transmission systems and the EU gas market. The main area of work in 2013 will be providing input for ACER where necessary.

Apart from this, the GWG will focus on the regulatory framework for building additional capacity – incremental capacity. To this end, the GWG will work on a Status Review of the implementation of the Gas Target Model and will prepare GGP for market-based gas capacity development (GGPGCD). Furthermore, the GWG will carry out a Status Review on the implementation of the GGPSSO for CAM and CMP for Gas Storage. The GWG will, additionally, develop a Compliance Monitoring Report on the implementation of storage transparency rules according to Art. 19 Regulation (EC) 715/2009 as well as a Monitoring Report on an LNG transparency template and consistency of European LNG provisions with future network codes.

The GWG is supported by a number of task forces and workstreams responsible for specific areas of work. It cooperates closely with ENTSOG, GSE, GLE as well as all other stakeholders. The GWG will also liaise closely with the Regional Initiatives in order to guarantee a high level of information exchange and coordination. Furthermore, the GWG will cooperate with the other CEER WGs on different issues.

In 2013, the GWG has three task forces:

  • Gas Storage (GST) Task Force will develop the CEER Compliance Monitoring Report on the Implementation of Transparency Rules according to Art. 19 Regulation (EC) 715/2009, and will carry out the Status Review of the Implementation of GGPSSO for CAM and CMP for Gas Storage.
  • Liquefied Natural Gas (LNG) Task Force will develop Monitoring Report on LNG transparency template and consistency of European LNG provisions with future Network Codes.
  • Gas Infrastructure (GIF) Task Force will produce CEER Guidelines of Good Practices for Market-based Gas Capacity Development (GGPGCD).
