Draft Action Plan 2010-2012 for the SW region The RCC of the SW region has produced this draft Action Plan. The comments of IG members are expected by the 6th IG meeting.
The previous Action Plan covered the period 2007-2009.

It must be recalled that this report is the first of that kind. Although the regulators have designed it aiming to produce the best possible document, improvements can and should be done. The next versions of the report shall include new indicators: about market integration, liquidity… In order to keep improving the report, comments from stakeholders are greatly needed. And they will be taken into account in the report on the South-west region for 2009 that shall be published at the end of this year.
In parallel of the realisation of report, the regulators of the South-west region worked on the action plan for 2010-2012. It aims at maintaining the movement toward deeper market integration in the framework designed by the Third legislative package on EU gas and electricity markets. At the light of the results of the first regional report, three projects look as priorities:
the implementation of the price market coupling between MIBEL and the CWE region
the implementation of the coordinated long-term rules between Spain and Portugal similar to those implemented on the Spain-France interconnection
the launch of a common platform for long-term products or the selection of a existing platform for allocating them
Regulators of the South-West region call for the full support of all stakeholders to carry through those projects.
REE and RTE presentation on version 3 of IFE rules The version 3 of IFE rules entered into force on 1st June 2009.
RTE and REE reported on the impact of the new rules in several aspects of the FR-ES cross-border capacity market since then.
