General Description

The SW Regional Work Plan for the period 2011-2014 was published in December 2011, as one of the seven European regional contributions to the Cross-Regional Roadmaps on Long term, Day-ahead, Intraday and Capacity calculation (this one only for regions foreseeing the implementation of Flow Based capacity calculation, not applicable for the SW Region)
The SW Regional Work Plan 2011-2014 is divided in four new priorities and also reviews the goals achieved in previous years. Below are explained main achievements of the three deliverables identified in the Priority I (Basis of the Cross-Regional Roadmaps) and in the first deliverable of the Priority II.
Priority I. Implementation of the target model
Deliverable I.1 Long term
In the interconnection France-Spain (IFE), long term capacity auctions will be transferred to CASC.EU by June 2012. The yearly and monthly IFE auctions rules will be integrated within the CASC.EU rules.
With regard to the interconnection Portugal Spain (IPE), following the invitation made by regulators, TSOs have investigated the possibility of auctioning FTRs in CASC.EU as a pilot project.
The Iberian Electricity Market (MIBEL) is prepared and committed to couple with North West Region by the end of 2012. This commitment was formalised in a letter on November 2011 of the President of the Council of Regulators of MIBEL to the Chairman of the ACER Board of Regulators. The GCT change of the MIBEL day-ahead market to 12 am will go live by June 2012. During 1st Q 2012, the necessary regulatory changes are being prepared.
In order to reach the target model for intraday cross border trade by 2014, an interim model is planned for 2012. The project initiated by NWE region is now extended to other Regions and MIBEL´s stakeholders are ready to work on the model. REE and REN participate in the development of the CMM with NWE TSOs and OMIE participates in the development of the SOB with NWE PXs.
Deliverable I.4: Cross-border balancing among TSOs
This deliverable is not included in the Cross Regional Roadmap because there will be a separate Framework Guideline on Balancing Markets. The work of the Region with regard to this issue is focused on the extension of BALIT platform to the SW Region by September 2012. The platform allows TSOs to exchange balancing offers.
Priority II. Interconnections and available transmission capacity
A workshop on Ten Year Network Development Plan and SW Regional Investment Plan 2012 was held in Madrid in REE premises in November 2011. REN, RTE and REE explained the new requirements of the network, especially in IFE, where new infrastructures are needed in order to improve the situation of electricity isolation of the Iberian Peninsula.
